JOB SUMMARY
Supervise, review and monitor management of procurements to ensure that works in construction, renovations, repairs, upgrading, maintenance, services and facilities systems are delivered well according to the designated schedule plan.
JOB DESCRIPTION
- Be accountable towards achieving the objectives of the unit specifically, and generally, those of Property Management Department.
- Prepare and coordinate contract management, policy papers, guidelines and conditions of contract related to the department. on project finances & contractual relationships to ensure that the financial position of projects is accurately reported and controlled effectively.
- Assist in the identification of commercial risks and opportunities and carry out value engineering exercises as required.
- Prepare and manage Bills of Quantities(BQ).
- Encourage and develop a culture of contractual awareness and ensure that contracts are fulfilled by rigidly maintaining record, contractual notification, change control, etc.
- Prepare internal cost and value reports for upper management and other departments.
- Coordinate procurement (e-Procurement) for construction, renovation, repairing, upgrade, maintenance, services and facilities systems for EPF’s buildings and offices.
- Analyze, evaluate and review procurement paper on contractor appointment for the department’s procurement and other related to contract compliance.
- Execute and manage appointment for procurement and services after the approval of the Approval Committee.
- Ensure that the claims, insurance and performance bonds are aligned with the terms of the contract.
- Prepare reports, analyses, contracts, budgets and update data and other related documents within department.
- Coordinate and review the annual planning for department’s work procurement and services.
- Establish and maintain professional relationship with external and internal stakeholders.
- Perform other task which may be assigned from time to time by the superior and management.
JOB REQUIREMENTS
- Malaysian citizen.
- Pass the Malay Language including oral test at Sijil Pelajaran Malaysia (SPM) level
- Possess a Bachelor’s Degree in Quantity Surveying / Civil Engineering / Building or equivalent qualifications from any local or overseas higher learning institutions recognised by the government of Malaysia.
- Minimum 5 years of work experience in the related field i.e., experience in pre and post contractual matters.
- Good verbal communication, coordination and organizing skills with ability to work with minimal supervision and liaise effectively and efficiently with other team members within and outside Department.
- Demonstrate high level of interpersonal skills and integrity
- Possess knowledge and skills in handling computers
- Professional Certifications (e.g. BQSM, RISM, MBOT) are a plus.
